How to: Create An Edict

HOW TO: CREATE AN EDICT

Edicts are the foundation of Imperia. They, along with personal Actions and communication with your leaders, are the primary way that you get things done.

STEP 1: CHOOSE AN EDICT

From either the Planet Display or System Display, select an Edict from the 'Edicts Available' list. If an Edict is not available or valid, it will not be shown. Note that you need at least 5 Personal ADM to enact an Edict.

STEP 2: CHOOSE SUB-SELECTION(IF APPLICABLE)

Once you have clicked on an Edict, the Edict Creation Display will appear. This shows you the base admin required to enact the Edict, the money that is required per month to create the Edict, shared by a percentage of any parties involved, the initial material cost to enact the Edict, and the base amount of months (turns) it takes to complete the Edict.

The subselections display will only be active for certain Edicts that have additional choices (such as changing Designations). If this display is blank, it can be ignored.

STEP 3: ADD ADM TO EDICT

This is the most important step of creating an Edict. The line in the upper-right corner will display how much remaining ADM the Edict requires to initiate. You can add ADM from up to 4 different sources: the planet that is actually enacting the Edict, that planet's system capital(if one exists), that planet's sector capital (if itself is not the sector capital) and the empire capital (if itself is not the empire capital). Note that there is an efficiency loss for ADM the farther up the 'chain' you go, for example the ratio is 3 ADM spent at the sector capital level to 1 ADM actually applied towards Edicts, and 6 ADM spent at the Empire capital level to 1 ADM actually spent. This is why it is so critical to build good local government structures such as system capitals that can give ADM at a 1.5 to 1 ratio.

Also, materials are allocated when you allocate ADM at the same ratio. You must have enough materials total and ADM total as shown on the EDICT BASE REQS bar at the top of the window. When you have the required materials and ADM allocated, the upper-right bar will change to a green check box that you can click to enact the Edict. In addition, you will have information from your regent as to what he estimates the time to complete the Edict will take (note: this could be very inaccurate depending on what is known about the characters that would be involved)

STEP 4 (OPTIONAL): ADD INFLUENCE TO EDICT

You can add Influence to any Edict. Influence can greatly speed up the time required to complete an Edict, but it recharges slowly, and depending on the type of Influence used, it can affect your government continuum from Tyrannical to Nationalist and back. You will see how much of your pool is available for use and click the arrows to add and remove Influence. You will see the Influence's effects (as your regent sees it) in the EDICT PROBABLE RESULTS window. Note that you can not mix Influences; you can only add one type of Influence to any given Edict at a time.

To cancel an Edict in progress, just right-click anywhere and the window will go away (a standard UI convention in Imperia)
