Admin (ADM)

Admin (referred to as ADM in the game) is one of the core systems of Imperia. Admin determines everything you, as an emperor, can do in any given turn (month). As such, it is the most critical resource in the game. There are 2 types of ADM used in the game: personal ADM, and planetary ADM.

PERSONAL ADM

Personal ADM is a value that shows how many actions you, as the emperor, can take per turn. Your ADM rating reflects your experience, intelligence, and general familiarity with your government. As you grow and learn, this value will increase slowly over the years. At the start of the game, it will begin around 6-9, and at the end of each year, a check is made to see if it increases by 1. There is no maximum limit.

Below is a table of some of the actions you can take with ADM and each one's cost:

PROPOSE NEW EDICT 5 ADM
CANCEL EDICT 3 ADM
CREATE NEW INFORMER NETWORK 1 ADM
CONTACT CHARACTER 0-4 ADM; depends on distance
EXECUTE CHARACTER ACTION 2-5 ADM; depends on action
TRAIN ON SKILL 5 ADM per attempt

You can see your Personal ADM on the main status bar, and also on the Emperor Nexus screen.

PLANETARY ADM

Planetary ADM is generated by planets to execute Edicts. Planetary ADM is generated as a base 1 point per 300,000 Government population working in the sector. This base is influenced by whether it is a government 'seat':

NO CAPITAL/NEW COLONY 100%
SYSTEM CAPITAL 120%
SECTOR CAPITAL 170%
IMPERIAL CAPITAL 320%
GOVERNMENTAL NEXUS PRIMARY DESIGNATION Additional 220% modifier

Planetary ADM is used to enact Edicts. Depending on whether ADM is being contributed locally, from a system capital, from a sector capital, or from the Imperial capital, there is a modifier for how much ADM it takes to generate one ADM point towards an Edict:

PLANET CONTRIBUTING ADM 1:1 ratio
SYSTEM CAPITAL CONTRIBUTING ADM 1.5:1 ratio
SECTOR CAPITAL CONTRIBUTING ADM 3:1 ratio
IMPERIAL CAPITAL CONTRIBUTING ADM 5:1 ratio

You must have enough ADM to generate the correct ratio or no ADM will be contributed; so for example if you only have 2 free ADM remaining on a sector capital, you may not contribute any of that; you would have to free up an additional 1 point of ADM.

Some character traits can also affect the ADM generation for a planet; some positive, some negative.
